If a molecule does not have a difference in the electronegativity of atoms, then the molecule will be non polar. So all the molecules that are made up of single type of atoms are non polar. Also, molecules made up only of non polar atoms are also no polar. For example Cl2 is non polar as both the atoms are same. Also CH4 is non polar because carbon and hydrogen both are do no have significant polarity.

It is also possible that the molecule with a difference in electronegativity of atoms can still be overall non polar. This happens when the molecule is symmetrical and the dipole moment s of polar atoms cancels each other.

Now let us see the molecules listed in this question

SCl2. In this molecule, the Cl atoms are not arranged symmetrically around the S atom. S atom has 2 lone pair of electrons which give the molecule a bent shape. So the net dipole moment is not zero. This is a POLAR molecule

CCl4. In CCl4, the Cl atoms are arranged symmetrically around the C atom in tetrahedral geometry. The dipole moment of C-Cl bonds cancels each other out. So this molecule is NON POLAR.

AsF3. In this molecule F atoms are not arranged symmetrically around the As atom due to the presence of lone pair of electrons on the As atom. The dipole moments of As-F bonds does not cancel each other out. So this molecule is POLAR.

(CO3)2-. This isPolar :: A Polar cclu cinc-ce: Non-Polar com lon - Polar an ion. The ions are not neutral and carry a charge. As there is a charge present on this, it is POLAR. All ions are polar.
