From chi square critical value table, critical value for 28 degrees of freedom and % level of significance is 41.337.

Here value of test statistic 41.10 is smaller than critical value , we reject Null Hypothesis at 5 percent level of significance.

And if test statistic was 48.19, we fail to reject the null hypothesis.
