1. Citizen's security rights- Most of the liberals are of the opinion that the intelligence gathering methods, efforts, resources and the personnel directly/ indirectly and intentionally/ unintentionally violate the security rights of the individual citizen.
2. Fulfilment of political objectives- Many acts of the war on terror through intelligence gathering are initiated and cultivated by using some catalyst mechanism in order to not only protect the interests of the fellow countrymen but get political objectives fulfilled.
3. Use of undue power- Many coercive means are used to achieve the forecast attributes and to get the valid information with some evidence. Lives of people related to this step suffers a lot and the routine smooth flow of life is disturbed.
4. Breeds more problems- Every nation is today active in the context of intelligence gathering but the truth is that the root reason behind it is not purely noble. The competition and thirst to move ahead is at its zenith and the local and global harmony comes second. This is the reason why the initiatives for intelligence gathering breeds more problems in the form of rivalry between or among the nations and more terror attacks.
5. Counter terrorism- It reveals itself in forms like law enforcements, diplomatic tactics etc. But the military attacks as an outcome of intelligence gathering may give birth to more complicated situations
