High conductivity, low TDS and vise versa depends on the amount of dissolved ions present in the water.

If the river or any other streams have higher concentrations of ions, the the conductivity increases.

Also if the temperature of the solution determinesthid factor. Of the solution is warm, more ions will be soluble in the water.

When the conductivity Is high naturally TDS will also be high. It can be also due to carbonate or salts deposits
