If the multi-dose vials once opened, should be discarded within 28 days, or else if it has not been opened then discard it according to its date of expiry.

Single-dose vials are used for a single patient for a single dose. BUD( Beyond Use Date ) is different from the expiry date. A single dose vial that has been opened or punctured in an ISO 5 environment should be used within 6 hours, whereas a single dose vial opened or punctured outside an ISO 5 environment should be used within 1 hour.
