According to concept of neutrality persons working in the public
services are required to act in the course of their duties in a
politically neutral manner means the requirement to act impartially
and to implement the Government's policies. Neutral competence is
the way of doing the work of government expertly, by meeting
objective standards rather than personal, party, other obligation.
In neutral competence they do not represent anybody or anything.
The concept of Neutrality has been considered a key trait of the
civil service in Western democracies. The neutrality and neutral
competence public servants have been a point of defense for the
existence of a strong administrative sector with policy-making
power. This is how both concept of neutrality related to the idea
of neutral competence.
All public servants after accepting government employment recognize
that they have a special duty to be open, fair and impartial in
their dealings with society. They have to follow certain rules and
regulation. Public servants or officials are not merely executors
of public policy. Public servants follow the rules and regulations
applied by legislation, and complete their job within the
prescribed procedures.
Ethics in public services are important for good business conduct
based on the needs of a specific town, state or country. As per
ethics administration follow guidelines for integrity in public
service. Concept of neutrality contributes as well as affects an
