The total frequency for non-filtered cigarettes = 1 + 14 + 7 + 3 = 25
Relative frequency % for each cell = Cell frequency * 100 / 25 = Cell frequency * 4

The total frequency for filtered cigarettes = 2 + 2 + 7 + 14 = 25
Relative frequency % for each cell = Cell frequency * 100 / 25 = Cell frequency * 4

Relative frequency distribution is,

Tar (mg) Relative frequency (Non-filtered) Relative frequency (Filtered)
7-11 0 8
