Because he has sufficient power to set the price by adjusting the supply in the market .

example can be Monopoly with single seller who is the price searcher .

Horizontal demand curve is the demand curve in the perfect competition market where there are arge number of sellers and buyers in the market. location and wage has nothing to do with the searcher.
