Marginal tax rate is 0% because tax is fixed at 10% for any income below 4000TL. Hence it is 0% for all a), b) and c)

Average tax rate for a) = 10% x 38000 / 38000 = 10%

Average tax rate for b) = 10% x 40000 / 45000 = 8.88%

Average tax rate of c) = 10% x 40000 / 600000 = 0.67%
