Voters will support proposals with delayed benefits if the benefits in future is greater than present.

  • Option A is incorrect as cost will be displayed as present value even if the benefit is to be get now or delay does not matter.
  • Option B is incorrect as if cost can be delayed, benefits for sure will be delayed.
  • Option C is correct as if benefits are dispersed in current as well as future time, public would support it.
  • Option D is incorrect as the region which is not getting benefits would not support this.
