=> using the formual for change in energy,

=>change in potential energy = W = -qEd
Given
           E = 230 i V/m
           q = +15.0µC
           d = 0.20i + 0.50j


   ΔU = - (10μC) * (250 i V/m)*(0.20i )
   = - 5 x 10^-4 J  

b)potential difference is equal to
                 ΔV = ΔU / q
                       = - 5 x 10-4 J / 10μC
                       = - 50 V

if answer in negative doesn't work try with positive.
