1) The strong band barely above 1500 cm-1 is a nitro band, as is the band in 1350 cm-1. The weak bands above 3000 cm-1 correspond the the C-H bonds in the aromatic rings and those below 3000 cm-1 to the sp3 carbon-hydrogen bonds in between the rings.

3- The MW of the compound is 259, so the m/z = 213 peak corresponds to a loss of 46, which is the mass of a nitro group. The peak in 167 corresponds to a loss of 46 from the 213 peak, so it is the loss of the second nitro group.
