Generally nature of salt depends on from which acid and base it was prepared when disolved in water .
For example, if salt is prepared from strong acid and weak base, then Nature of salt is acidic.
Similarly if salt is prepared from strong base and weak acid, then nature of salt is basic.
And basicity of hydroxides of alkali metals increases from top to bottom due to large size and low lattice energy.
Hence KNO2 is more basic since it is prepared from strong base KOH and weak acid HNO2.
NaCl and LiNO3 are neutral since it is prepared from both strong base and acid.
NH4ClO4 is acidic since it is prepared from Strong acid HClO4 and weak base NH4OH.
RbHSO4 is acidic salt. And it forms neutral solution since it forms both strong base RbOH and Strong acid H2SO4.
Hence KNO2 is correct answer
