Solution. a.An employee filing a Form-4 on June 2018 claiming to be exempt from withholding applies to file a new form every year by 15th February to the employer, it is an employee's withholding allowance certificate to determine tax that the employer can withhold.

b.Withholding is the amount taken out of employee's pay for tax purposes. An exemption from withholding than an employee claims on Form W-4 applies to federal income taxes but not to medicare and social security taxes(FICA taxes) and state taxes, according to the set regulations of IRS.
