Solution:

Vacation liability at the end of 2017 = Nos of employees * Nos of leaves accumulated at the end of year per employee * hours per day * Wages rate per hour =  80*12*8*$13 =$99,840

Vacation liability at the end of 2018 = 80 * (12+3)*8*$16 = $153,600

Hence last option is correct.
