We know that the population for a case is defined as the total possible set of data values or observations. In this case, observations were taken for unemployed people, i.e. population of interest is related to people.
It is given clearly given that data are given for person with age 25 and over, so our population of interest in this case is " all person with age 25 and over".
" all person with age 25 and over" includes many subsets or samples, like high school diploma holders, Bachelor's degree holder and master's degree holder, etc.
