As per the dotplot most of the data is distributed in between 270 and 285. And there is an outlier value 27.2 which lies very far away from the rest of the data. Hence that value could be omitted or considered as error in reporting the values.

b) Relative to the rest of the data the analyst's mistake is called an outlier or systematic error, which arise due to flaw in the measurement.
