a) Acetone is volatile compound, it is evaporated easily. This process needs some energy for evaporation, that means it is endothermic process. If some acetone is spilled on your hand, then it is evaporated. Acetone absorbs heat energy from your body for evaporation, so you may feel cold.

b) On a lab bench acetone is evaporated rapidly because it can absorb heat energy from surroundings from all the sides.

But in test tube acetone should absorb energy from test tube. Test tube should absorb heat from surrounds, so it takes more time when compare with the acetone on a lab bench.
