In the first example as we can see a charged rod is brought near to the conductor which are already connected through wire when rod bring near to the conductor then the positive charge on rod will attract electron from both conductor towards the rod now the wire is being removed in the presence of rod therefore the negative charge remain on the left conductor and positive charge appear on the right conducter because net charge on both conductor has to be zero therefore the charge developed are positive and negative respectively

In this case when rod bring near to the conductors and taken away as soon as it taken away the negative charge will again meet with the positive charge and makes conductor neutral because rod has been taken away before cutting the wire this will give time to the charge diffuse into each other and combine to make net charge zero natural condition of charges is always neutral the charge is appearing due to induction by the positive charge rod
