A) as the higher energy level of the band is filled partially with electron when the electric field is applied we have free electrons which can move in the presence of electric field

so the material behaves as the conductor

the material acts like sodium which acts as a conductor on the application of electric field.

B) If all the electrons are removed from the conductor, then there will be no free electrons to conduct electricity and this it behaves as an INSULATOR. During the removal of electrons , oxidation process takes place in it because oxidation is nothing but removal if electrons.
