Given that the speed of sound is v = 343 m/s
Frequency of third harmonic is f3 = 262Hz

if the 3rd harmonic is 262 Hz, then the fundamental frequency is 87.3 Hz. if the pipe is open at both ends, then 1/2 a wavelength will propagate through the pipe. so 1/2 wavelength takes 0.5*1/87.3=.00573 seconds.

.00573s*343m/s=1.97 meters.
