Answer:

According to the recent SSTB act, released on 199A regulations, it provides a de minimis exception to SSTB classification. For any businesses (Neon Lights LLC in this case), with gross receipts of less than $25 million , the business cannot be classified an SSTB if 10% or less of the gross receipts are attributable to the performance of services in a disqualified field.
