It means that reactant release heat as they form product. That is the reaction is exothermic.

And the energy heat energy level of product is lesser than the heat energy level of reactant.

It can be also seen in this way that-

Heat in reactant side must be equal to heat in the product side. But some of heat is released during reaction, so product must have lesser amount of heat than reactant.
