Descartes rule states that the number of times the sign of cash flow series changes is the number of real rate of returns that can make PW of the cash flow series equal to zero.

In the case of given cash flow series, the signs of series changes three times.

It starts from -$3,000 and becomes +$2,000 then again +$2,000 and then changes to -$1,500 and then changes back to +$2,000.

So, it goes from '-' to '+' and then from '+' to '-' and then from '-' to '+'

Thus, sign changes three times.

Therefore, at most, 3 real rate of returns can make PW of the project zero.

Hence, the correct answer is the option (3).
