collection costs = Fixed cost per unit of collection+ variable costs of collection.

As the number of invoices goes down the variable cost remains the same but the Fixed cost per unit of collection INCREASES. Therefore the collection cost increases.

Answer: A. Decrease in invoices.

Note: increases in face amount of checks and a decrease in variable costs- decreases collection cost.
(increases in face amount of checks decreases fixed cost per unit of collection. )
