The healthcare is different, that's why expenditure matter because healthcare is the way to make sure that people do not suffers from the disease and they get proper treatment to get cured. Health is precious and it is a right of human beings to stay healthy. So, expenses occurs while the treatment can not be compared with the other things as " Health is a Wealth".
