GEMs is known as General equivalence mappings. They are bidirectional.

GEMS are translation references which includes all valid relationships between codes in ICD-9-CM and codes in ICD-10-CM/PCS. GEMs are reference mappings created with a vision to help the user navigate the complexity of translating the meanings from one code set to another.

The GEMs were developed by a team consisting of clinicians, coding experts, representatives from the cooperating parties (AHA, AHIMA, CMS, and NCHS), and certain medical societies.

GEM files contains data elements that try to organize differences in different code sets in a meaningful manner. The GEM files provide a linkage between a code in one system with all valid alternatives in other code set. The choices can then be made depending on the end-use of the mapping.
