Answer - E= It is snowing, the sidewalks are wet and the streets are slippery.

Other options are wrong because

A= If the sidewalks and streets are slippery or wet, then it is snowing.(It's not mandatory that if the sidewalks and streets are slippery or wet then there must be snowing, maybe raining or reason maybe something else )

B= If it is not snowing, the streets and sidewalks are not slippery.(If it's not snowing, there some other factors like rain can also make the streets and sidewalks slippery)

C= If the sidewalks are wet or the streets are slippery, it is snowing.(As I said there may be other reason for this like rain)

D= If the sidewalks are slippery but the streets dry, it is not snowing.(if it is snowing then how can streets become dry)
