Answer :Federal reserve is considered as banker of last resort because the commercial bank takes money from the federal bank when there is no option available to them.The commercial bank already exhausted all means of borrowing fund so the reserve Bank is the last option for borrowing fund when there is crises in an economy.

Federal Bank plays a very crucial role in bank panic as they help to come out from the financial crises as well as help in the insolvency of the bank.Money Supply and loan facility has not been affected . So, federal bank helps the commercial bank when no other alternative is available to them.
