As the ball moves toward highest peak the angle of y-component of velocity increases upto the 90 degree at max height and then starts decreasing.so at the maximum height y-component of velocity becomes equal to (gt) hence ycoy-compon of velocity becomes zero at maximum height and only the horizontal or x component contribute to velocity.hence the velocity becomes least at maximum height.
