We know that,

pH = -log​​​10[H​​​​​​3​​​​​O+]

Given, Concentration of hydronium ion = 8.3 × 10-3

put this value in above equation and calculate the log of this value .

pH = - log​​​​10[8.3 × 10-3]

pH = - [-2.08]

therefore, pH= 2.08

The value is less than 7.therefore, it is acidic.
