Considering that only 42% of the population use and value the park, thus we can assume that the bugetory allocation for the parks which is $179 millons is to most benefit this 42% population. Thus for the efficient use of the funds, one is correct to calculate the individual value of the park by dividing the total budget by number of redidents value the park. Thus the method to calculate dollar per residents seems to be correct.
