This problem represents multiple issues, some of which are:

• How does working in factories affect the lives of very young (like the 11 and 12 year olds in this case)
• How should you think about jobs in factories for the young, in terms of providing livelihood for them (and probably their families)
• What other choices do these young people (and their families) have, if not working in the factories
• If you choose to support the factories employing the very young (by giving them orders) are you doing good or bad for these young
• How do you deal with the competitive disadvantage you suffer (as your competitors may be enjoying lower costs if getting supplies from such factories)

In my view, it is important to separate these issues and focus on what's most important. In this case the most issue is that the young need to have access to education rather than being forced to worked in factories. So an ethical company should invest in development of communities (schools, housing, medical facilities, etc.) around these factories and provide employment opportunities to those of working age rather than to 11 and 12 year olds.

It is also important to realize that a price advantage is probably only a short term benefit, whereas the benefits of being a socially-conscious enterprise are longer term and more sustainable.
