Under a proportional tax rate or flat tax structure, the same tax rate applies to all taxpayers regardless of their income levels. Under a regressive tax structure, the tax rate decreases with an increase income level.

Progressive tax structure is based on the ability to pay the tax. Regressive tax structure charges the uniform tax amount from taxpayers having different income level. In case of proportional tax rate, tax rate applied is same.
