Radcliffe is college professor and treaty passed between US AND CANADA will not effect the radcliffe teaching as long as he only teaches in the usa ,because

as per first option treaty is only enforceable if it doesnot conflict with state law is false as treaty negotations are country affairs

so radcliffe may still teach as long he teach is Us but it cannot teach in canada because as per treaty between us and canada this treaty is signed to have free trade of education in 2 countries but professor of that country can teach in other country only if they have master degree , but this treaty doesnot change the condition of teaching in radcliffe own country .

so radcliffe can continue teaching in his country only.
