Papermaking plant (10 nos) controlled by Raymond Tortin. The company uses a weighted-average process costing system. Quarterly report submits by each plant Production Report and Production cost report. 3 plants with the lowest cost per equivalent unit for direct material and conversion cost are each given a bonus and 2 plants manipulate the quarterly estimate of % completion to obtain a bonus.

Scenario 2

1. The plant managers manipulate their percentage completion of ending WIP inventory. It is not possible if the physical and records are tallied and recorded. We know the process costing consist of

  1. The physical flow of units
  2. Equivalent Units of Production
  3. Cost per Equivalent Unit
  4. Assign Costs to Units completed and Ending work in process inventory
  5. Reconcile Costs

The formula we will use is

Beg. Work in Process Costs

+ Costs added this period

= Total Costs

÷ Total Equivalent Units

= Cost per Equivalent Units

And based on the equivalent unit we get the percentage of completion of ending WIP inventory.

The advantages are all the units are physically checked and recorded as per guidelines and reflect in the report.

2. The anonymous communication is maybe a good idea because people fear and concentrate on their work as per company policy to increase the output.

3. Plant controller primary reporting responsibility is plant manager and the subordinates never do any mistake if plant manager ensure also because they are governed by company professional ethics and follow the guidelines otherwise they will loose their employment. Hence the quarterly information provided by the plant related to the equivalent unit and information of each plant never be manipulated for the bonus.

4. The good practice and procedures to follow to implement all the systems in the plant

a. The physical verification at the end of the month by in-house staff and monthly audits by third party professional agency reporting to top management at the corporate level. As a result, employees working in the plant will fear their employment and they will be bound to work as per company policy.

b. Monthly review meeting to be made for the inventory and if any discrepancy finds out the reason and its solution.

c. Any abnormal increase or decrease causes to find out and its solution on a monthly basis.

d. The professional audit team should audit the inventory on a monthly basis and report to the management.

e. Policy and procedures should benchmark from the best industry in the globe.

If the company will follow the above it will check and will not manipulate in the future.
