It can be mentioned that the given statement is true because of the fact that it is easier for a City to attract more doctors by offering more amount of wages and other incentives that can actually lure doctors to the particular city but due to the restrictions and personal preferences of any of the doctor it is impossible for a country more proportion of doctors from another country and that is the reason why why the given statement actually makes sense
