Here question is about international health comparison means comparison of health between two countries or more than that.

Option A

Option A tells there is no relation between spending and health outcomes, as we know that input is directly proportional to outcomes , hence this sentence is not matched with exat comparison of international health.

Option B

Yes , country who spend more on health get better health outcomes because here people are more enthusiastic to spend more on health due to which they are getting more and more benefit.

E.g. X person spending more on health that is he purchase fruits on daily basis, including good water and health insurance plan , absolutely he is getting more benefit.

We can say this sentence is 50% accurate but not up to the mark because best plan is available on private basis also.
