6. 13. The reforms have been taken place in public education in late 1990s was that most of the states and districts chosen Outcome Based Education (OBE). OBE actually access by the quantitative methods. The goals was set by the US Congress which was based on OBE.

In the beginning of 1990s, the situation prevailed in some of the district’s schools that they started seeking helps from the outsiders. They hire private companies for the management of the schools. The private players assert that they can streamline procedures and also reduce expenses. By this effort they can improve academic performance and upgrade school facilities while still making a profit.

So, the public education was in the private hand which becomes the profit making process rather than the development of the whole society.
