answer-

The Theory of Constraints is a methodology for identifying the most important limiting factor (i.e. constraint) that stands in the way of achieving a goal and then systematically improving that constraint until it is no longer the limiting factor. In manufacturing, the constraint is often referred to as a bottleneck.

so, in Theory of Constraints, managers needs to improve their focus on bottleneck in which when you offload work then bottleneck capacity improved.like offloading to bottleneck operations to another workstations.

for example- let the beer foam settle next to the tap at the bar , not under it so that next beer can be poured.

the effects of improving bottlenecks by offloading work is that it helps to develop alternative routes in production system, helps in reducing setup times. bottlenecks present in all production system atleast one so it helps to manage them.
