As per the logic developed using the binary language, it is understood that the number in base 10 has a representation in the bits of 1 or 0, but this approach lacks the fact that it can not represent signed numbers speaking of basically negative and positive numbers which are not possible in normal binary encoding.  

Hence to develop a more powerful and moderate encoding scheme to represent signed numbers, thus concluding it is seen that
