Which is best to control the actions of humans interacting in a society? A government that has all its law created by the supreme authority, whether it is a single individual that is the law giver, or a group of person united because of religion, power, or other source, or a group of individuals united by a common idea, where this individuals are elected by their fellow citizens, or one that allows for Courts to fill the void when there is no specific law that address a public or private dispute.

1) To control the humans' interaction in the society we should have a group of individuals united by a common idea, where these individuals are elected by their fellow citizens.

The first option is a dictatorship and the supreme authority to give laws, the second option is a theocratic society and the fourth option is too much dependent on few individual like oligarchs. If a society is built by the people having similar ideas and they elect their own leader make their own laws we have a democracy which is the best form of governance.
