Answer #1

Government’s concern and intervention on the health and welfare of elderly Americans should take place at the state level.

America is a diverse country. Different regions and states have different standards of living and different lifestyle. Also, as people tend to get older they become more rigid to their culture and way of life. Considering these, a national system may infringe upon their lifestyle and force certain way that may not be well accepted by the older people.

If the interventions happen at the state level then there are certain weightage given to the authority and also the understanding of the state government about their own state will help make the events smoother. A state government is appointed by the people of the state and the duty of the government lies to improve the lives of everyone in the state, including the elderly.

We could consider local levels but the challenge with that may be that the governance becomes too granular. At the local level, there are also opportunities for wrongdoings and lack of experience may provide a lot of mistakes from the authority.

Although older Americans are most afraid of crime, it is young people who are more likely to be the actual victims of crime. It seems that older people are more cautious about the people with whom they associate. A national survey showed that 10% of all people ages 16-19 have been victims of crime.† At Jefferson High School, a random sample of n = 66 students (ages 16-19) showed that r = 9 had been victims of a crime.
