b) At 99% confidence interval the critical value is z0.005 = 2.58

Margin of error(E) = z0.005 * sqrt(\widehat p(1 - \widehat p )/n)

                        = 2.58 * sqrt(0.366 * (1 - 0.366)/2536)

                        = 0.0247

c) The 99% confidence interval for population proportion is

\widehat p +/- E

= 0.366 +/- 0.0247

= 0.3413, 0.3907

= 0.341, 0.391

Option - B) There is a 99% chance that the true value of the population proportion will fall between the lower bound and upper bound.
