Using energy conservation:

dKE = dPE

final speed of plane is zero, intial stretch in spring is zero, So

KEf = 0, PEi = 0

0.5*m*V^2 - 0 = 0.5*k*x^2 - 0

V = x*sqrt(k/m)

V = 36*sqrt (71500/16400)

V = 75.17 m/sec
