The plan should be chosen as per the need of the customer. In the South Eastern Plan, the cost is less for the first 15 minutes compared with the Bell North. So, if the person is someone who does not spend much time, choosing a long time at few cost will not be of much use.It also depends on the quality of network, stability which comes only as secondary. So Bell North conditions is a better deal ony if most calls of the user lasts for more than 15 minutes. In particular, if he/she spends long time on phone(Atleast 15 on an average), it is better that he choose the Bell North plan. Else, it is better that you go with the South Eastern Bells.
