The meaning of "Agile" is rapid response.
in context of software development, Agile means rapid development
of software.
first of all it would be better to understand the need of Agile
methodology.
in any organization, softwares are expected to speedup the various
business processes, and the objective of software is to make all
the business operations quick and accurate.
In the field of computers, a lot of developments are taking place
day by day. new technologies are comming frequently. it means if a
software development company takes any project, the project should
be completed as soon as possible because if project takes too much
time, the business process of the client(customer) may have some
changes(there may be changes in client's requirement).
it is naive to say that, if project is delayed, there is a
possibility to experience more delay.
because if software development is delayed and meanwhile there is a
change in client's requirements.then it will become very difficult
to cope up with the situation.
the other disadvantage of slow development is that if during the development, client comes to know about some other new technology,client can lose the interest in the technology which is being used for the development of his/her(client's) software(project).
So there is a pressing need to develop and implement the
software as soon as possible.
the solution is "Agile Development".

Being a manager of agile portfolio management, if some one is
constantly getting complaints about the number of projects that are
postponed at each quarterly review only to be restarted at the next
quarterly review.
The portfolio manager should focus on following points.
The first priority of portfolio manager should be to expedite
the process of software development and implementation.
otherwise there are chances to lose the business(for the software
development company), because the client will get unsatisfied.
a) So, agile portfolio manager should find the reasons behind
the delay.
b)Increase the number of employees (if needed).
c)arrange meetings with client's very frequently(as per the
client's requirement)to understand the changing requirement of the
client.
d)rapid responses to client's changing requirements.
e)instead of implementing software in a single attempt,consider the
module wise implementation.
f)instead of testing the software in a single attempt, development
and testing should be performed concurrently.
it means develop and test, develop and test, till the completion
and implementation of the software(project)
g)Apply scrum framework.
have a team of dadicated professionals where skill,decision, and
opinion of any team member can be used for the success of
