Speed of mirror = 3.2x104 revolution per minute or \frac{3.2*10^{4}}{60} revolution per second

= 533.33 revolution per second

Time taken for 1/8 revolution of the mirror =   \frac{1}{533.33*8}   = 2.343*10-4 seconds   

distance travell by light during 1/8  revolution of the mirror = 2*35 km = 70*1000m

speed of light = distance /time =  70*1000m/ 2.343*10-4 s = 2.9866*108 m/s m/s ANS
