To get the brightest light we have to hook them in parallel connection because here both the bulb will get same voltage which enhances the brightness of the bulbs as compared to the series connection.

P = V²/R

As here for both the connection Value of resistance of bulbs are same and also they have same voltage supply.

Hence power or brightest will be maximum for those which gets maximum Voltage which will be possible only in parallel connection.
