Given that the out of 260 random dialled number 48% were unlisted.

It is also known that the Miami has the 51% user has unlisted phones.

As we increase the number of dials then the percentage of unlisted number might be increased but can reach upto the maximum limit of 51 %

As the 51% phone are unlisted so this should be the statistics and the 48% might be increased upto 51 so it would be the variable parameter

Hence 51% statistic

48% parameter

Hence option B would be correct
